According to Ripoff Report, this is the number for Direct Express' fraud department:

My experience is that Direct Express's so-called Fraud Services Department is trigger-happy about putting freezes on on accounts.  You can try to reach them using their number 1-888-545-5577, but be prepared, make sure your phone battery is up to a two-hour wait, have some food handy, go to the bathroom before hand...

Or you can write to P.O. Box 245998, San Antonio, TX 78224-5998, which probably won't do any good either.  I've had better luck calling the Direct Express Customer Service number on the back of the card, it's a long wait, but the phone is eventually answered.

Incidentally, I check my Direct Express online daily and in more than two years, I've never had a transaction I didn't initiate; the way I'm losing money is by having to replace my card every time some fraud-happy jerk in Texas hiccups.

It is Direct Express Fraud Prevention Team from Comerica Bank.  If you have a Direct Express card that your social security or disability payments is loaded to monthly, that is who is calling you.  You should probably answer cause they are calling about suspicious activity on your account and if they can't talk to you, they will block your card.  Meaning, you will be embarrassed when it's declined at grocery store and you spent 2 hours shopping for nothing.  I am fortunate that only my monthly Netflix membership was declined.  It could have been much worse.

We did call them, they did not try to call or leave a message. We would have received that. We then got a letter stating that they turned off the old card. So they said they would send us a new one two day mail. Never happened. The card sent on 22nd of last month we got yesterday. Tried to activate it and they said it was invalid. Husband called them and they said that it must have come from social security??? Really?? Then now they are telling us they will send it two day mail again. In the meantime, our services are getting turned off because of the b.s. What do you suggest if you say they are real. Our money is being held hostage. Thanks.

Do you have a direct express card. My husband does and they said that they tried to reach us. No call. He called them and they said that there was fraudulent activity on the card so the cancelled that card. We have been trying to get a card replaced since the 22nd of last month. We got one yesterday but when we tried to activate it, it said that the card was invalid. He called them back and they said they did not send that card and would send us another one. But they did send it. We still do not have access to his social security...So that is what that letter is about.

I would advise you to get a bank account and then go to your local Social Security office to change the way you receive your benefits. This company seems to be the an obvious target of fraud activity since these thieves are aware that the government is using them for deposits of  monthly benefits. It seems the only safe way to stay protected and not be disadvantaged by the fraudulent activity. My husband received the same letter and he has not had his benefits put on his card for over 2 years so these cards are definitely targets!

Compounding the issue is the fact that the govenment is not willing to end their relationship with a contractor who has demonstrated over AND over again they have ZERO interest in safeguarding beneficiaries' electronic deposits or helping those who have been defrauded to get their money back.

I found this out the hard way after my account was compromised back in December by online thieves. And, once they have your ACH information, nothing is going to stop them from trying to take your money again---and that includes the issuance of another card with one of those new security chips. The only way to ensure that this does not happen again is to have your electronic deposits transferred to a reputable bank you know has a good track record when it comes to customer service and cyber security--as I did.

These cards are a target of scammers, and I was hit on June 1, 2017. These people cleared out my account four days after posing as me on the phone and being allowed to change my PIN. This is still under investigation, but I can say that the Fraud Prevention Team is the most difficult part to communicate with. Since the Federal Government pays benefits through this system, they need to be the fraud prevention/investigatory agency and not these people - they can't be reached in an emergency, and it gives the impression they have no degree of care for the victims of their easily exploited system. I was ripped off by someone with a cell phone that was tied to a non existent address who identified themselves as me and they were given access to all my account information, but not by me.

This fraudulent activity is prevalent, and it should be policed by a federal agency, perhaps Secret Service, since it is electronic theft of government funds from the intended recipient, and it should carry heavy penalties if anyone is serious at curbing it. One thing is apparent, either Direct Express is incapable of dealing with these crimes, or by not protecting our accounts better as a default level of security they are allowing it, perhaps not intentionally, but people are able to make a phone call and steal all your money using some very minimal levels of screening. All the thieves need to know can be found on the internet via websites that will give details about any name for a modest fee of about $20.00, so all they really need is an old phone book to get started. Once they have your identity information they call the card company and change your PIN and then they clear out your account using IVR transfers or making online purchases.
The excuse seems to be the fact this is happening millions of times every month around the world, so they are under a massive influx of attacks. The real crime is how much it hurts people among us who are barely getting by and can't work to make up the difference; the elderly, the physically and mentally impaired, veterans who are unable to be employed due to the nature of their impairments, women and children who are receiving government sourced benefit payments, and a number of other people in situations whereby they are paid by the US Treasury. Direct Express is contracted to convey funds to all these people, and some think this is easy pickings, and the way it works, they are right. It remains untold the toll these criminals exact on innocent and in some cases helpless people, there is no way to measure how much their illegal activities have netted them. The figure is bound to be astronomical just because of the scale of this effort.

It is my opinion that Direct Express does not exercise adequate measures to protect the payees. They are the contractor the federal Treasury uses to avoid printing checks. I do not believe they do enough to secure our accounts, and they tell you it is to serve the people who are unable to go to a local federal office to change or modify even basic information about the payee and their accounts. Only after an incident do they lock account changes from phone callers, and I discovered this by being victimized. My mistake was not being prompt in changing my phone number when I got a new phone. The criminal knew my old one, my name and  address, my social security number, my card number, my security question answers, so the first level customer support let them alter my PIN, effectively blocking me from accessing my account until they could empty it. They call that security, I call it a bad joke masquerading as security.  Those bits of information which cost the thief $20.00 ended up costing me nearly $1,000.00 after you add all the card replacement and shipping fees, the late fees, and even the transaction fee associated with the IVR bank transfer they used to clean me out. That is just the beginning - I have had to file numerous forms, write letters to credit reporting agencies, fill out affidavits regarding the incident, report and talk to law enforcement officers to get a crime report filed (required for the affidavits), make phone calls to the Direct Express help desks which have consumed hours and hours of my time with automated phone screens and being placed on hold AND being hung up on by these robotic telephone systems, and the list goes on including making payment arrangements to my insurance and other creditors - having to double up on payments and paying late fees.

I urge anyone who reads this to write to their US Representatives and Senators to bring light to this situation. It is inexcusable that anyone with twenty bucks can do so much damage to you and your reputation. Perhaps they will take action to correct the lax security of this system. Feel free to copy and paste this into your correspondence on this subject to your Congresspersons and Senators, and even to the executive branch of the Federal Government. This is not something that only hurts a few people on government benefits, it hurts the entire country.

You need a new keyboard. Your punctuation keys don't seem to be working. Then again, you can't write a coherent sentence anyway so I guess punctuation doesn't matter.

I know that this thread is old, but I have some new information which may be helpful to anyone who has been a victim of Direct Express.

A Class Action lawsuit has been filed against Comerica Bank and Conduent Business Services in Atlanta that they continue to misrepresent the Direct Express Federal Benefits Card as being completely safe despite knowledge that they are vulnerable to fraud and rife with fraudulent transactions.
