Since you did not get a name, it is hard to be much help. I will say it sounds like a phony debt scammer's script. If you don't have any unpaid debts, don't return the call and block the number. A voice on the phone or voicemail is not legal notice of a debt.

Unfortunately you can't block them. Because they use a masking number with your area code but then refer you to call back to that 1888 number. I also received a phone call, actually multiple phone calls stating there's a civil case against me and that they will get my employment information next

I got a voicemail about my sister-in-law to "verify location information". It sounded like a live person, not a computer generated recording, but it's probably scammers. I blocked them.
