    Received a call from this person and said that he was about call my employer for get a garnishment started. Saying I didn't pay on a title loan but I paid it off and no longer have the truck cause it was over three years ago so asked how could have gotten my title back if I didn't pay it off he said do you have the title I said no I sold the truck he said then you have no proof so you owe the money.

    They might have called back.  In any case this is a debt collection/process server extortion scam.  They want to scare you into paying them money.

    It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.  

    Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

    First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

    Also file a complaint with your State Attorney General's office.

    I owe money on a loan that went into collections said they could take my car as collateral if don't pay the loan. I said how if it was not a car title loan he said they can take my car any way sent me documents to sign to set up payment plan tried to pay through my credit card they do not take credit thought that was weird because I have paid loans off that were in collection with my credit card. My bank Citi Bank sent a text message alarming that they may be a fraud collections company.
