This number called my cell at 8am saying that they were the city of dallas. I did not pick it up. I don' t know how they got my cellphone number.

Anonymous CID.  These scammers have called a number of times over the last few years.  Robocaller that starts talking before the outgoing message ends.  Voice mail talks about calling and pressing 1 for a customer service representative.  Accent definitely is not Dallas or Texas.  Probably a fake debt collection scammer.

They are calling to collect a debt with City of Dallas Ambulance/EMS Services. If you owe the City of Dallas for Ambulance services they are calling the collect a debt.

A quick look at the website for EMS Billing - City of Dallas: Dallas Fire-Rescue Department
shows this number is NOT in their list!

Can you give us a link to the web page that shows this number really belongs to the City of Dallas?
Are you aware that phone numbers can be spoofed?
If you knew who they were, why did you search a phone complaint site for their number?
