    The message said that it was a  legal matter and if I wanted to speak to someone to press 1.  Of course I did not answer this call, now that I know its a Scam.  I wish they would stop calling my number.

    Claims to be "Capital Arbitration Bureau."  Funny, but there's no such company if you Google their name.  There was a company called Capital Arbitration Group, but the BBB says they're no longer in business.  Guessing this is a scam.

    Sounds to me like the payday loan company you did business with "long ago" got hacked and the hackers have either sold people's information stored by the payday loan company, or the hackers themselves are now trying to scam people under the guise you didn't pay the loan back.  Since you indicate the caller had your SS# and knew your stepdad's name and telephone number, I highly recommend you place a fraud alert on your credit reports and check your credit reports to ensure no one is using your identity.  If someone has your SS#, then you're the victim of ID Theft and you need to immediately place a fraud alert and even a credit freeze on your social security number.

    I'd suggest you also get a copy of your own credit report. You're entitled to one free credit report per year from each of the three credit reporting bureaus. I'd get one now and wait a couple of months before getting one from a different bureau (I did this last year when I lost my wallet).
    Since you've let them know you're aware of your rights you probably (fingers crossed) won't hear from these particular creeps again, but you can't be too careful.

    It has been our experience that since pay day loan places are generally run by criminals to begin with (the term loan shark comes to mind), they sell information to their criminal buddies and that is how they get it, not by hacking.
