heard a radio ad in Sacramento, CA with this number offering $1000 for doing something???

I called to see what it was.. they are running ads in Sacramento on the radio for "$1000 worth of free groceries".  After spending 10 mins on hold waiting for a live person, she told me that I was in luck and that there are still coupon books available for my area.  I would only need to pay $3.90 shipping and I would get a gift card that I activate online to gain access to $1000 worth of coupons to use when I shop.
Sounds fishy, I didn't even want to pay the $3.90

I was hold for 30 minutes and they told me I'd get a $1000 gift card to use for groceries, I only needed to pay an up-front fee of $11.80.  When I asked why it cost that much to mail a gift card, the man hung up on me.  My friend also called and they told him $3.90 and when he asked why he'd have to pay that much to mail a gift card, the woman hung up on him.  Seems more like a survey of trust, to see how many fools are willing to give out their credit card information without providing any information.

I live in Ct, and i heard "$1000 free groceries, just call 888-845-6690" so i called up and asked what their mailing address was and "Matt" said their company is based in Maine but they send information to Tampa Fl. I asked what the catch was, he said none. I asked if i had to cancel anything or sign up for anything and he said no. He said all i had to do was pay $3.90 either by debit/credit/prepaid card and they would send me the card. I asked how it worked and he said it tracks what i buy through the computer and bar code system. I said i'd call back with a prepaid card (cause i'm not giving out my info!) and here i am doing research...i kinda knew it, but i had to check it out first.
