Sus debt collector or an imposter posing as a process server.

They called my my brother looking for me saying it’s in reference to a legal matter and they left a case number

called and said they were looking for Jeffery Powell,  A person that I don't know and said its a legal matter. Left a case number that I looked up in our county and nothing was found. told to call back this phone # 888-861-8554 but the # that called is the county court house must have ghosted the number

Must have "spoofed" the number.  "ghosting" is when you stop communicating with your girl/boyfriend, friends, family, etc. without giving them a reason.  How is it that even I know that?

They called many different family members and claim that there are legal papers to be served. They did use a spoof number to show up as a local court number. Be aware, total scam.

Yep, definitely a scam since real process servers don't call in advance.
