This appears to be a subprime lender who makes personal loans/secured loans/credit cards available for people with poor credit.  The interest are extremely high.

You really need to work on your reading comprehension. Any phone number can be spoofed so even if the phone company makes it "really easy for people to look up numbers" there's no guarantee who it really is unless you answer the call.
