Carrier Services and Process Servers do not know what is contained in the documents they are paid to serve/deliver. Anyone explaining what they are delivering, saying "matter attached to your SSN", "you have officially been notified" or offering an alternative "solution" to avoid delivery is a scammer.
The vague scare tactic message is designed to panic a victim into calling back.
Most debt collectors will use a certain amount of pressure to convince you to pay the debt. After all, they often don't get paid unless you pay. Be suspicious of a debt collector who uses an unusual amount of pressure to get you to pay immediately, particularly if they also use scare tactics to get you to pay right away. For example, a debt collector is scamming you if it :- threatens you with a lawsuit and tells that you can avoid the lawsuit by paying right away

- Threatens to call / go to your place of employment
- Insists you have been notified, served or are non-compliant via phone message(s)
- Refuses to give a company name or verifiable Contact source
- Refuses to send proof of debt via US mail
A sure sign of a debt collection scam is a collector that wants to you to pay via wire transfer or another method that can't be traced. If the payment method can't be traced, you'll have a harder time getting the authorities involved.
If the creditor sounds completely foreign, or you know you never had an account with that business, there's a chance it's a scam. Never pay a collection you don't recognize. You have the right to request written proof of the debt from the debt collector before you send payment.

- A- replies to HowardYou're probably the one calling trying to scam everyone, this is a scam. The man calling is in violation of the FDCPA and is most likely a scammer NOT a collector so just be quiet!
- A-Received a call on my cellular phone from a Joseph Manning on 1/25/21 at 1118 from 1-888-894-8128. Joseph Manning did not identify the name of the business, firm, collector agency, etc that he was calling from which is required under the FDCPA and he then left a voicemail with sensitive, personal information that included the last four digits of my social security number (another violation of the FDCPA) and my place of employment that could have been unknowingly disclosed to a third-party. There were illegal, threatening collection tactics used by "Mr. Manning" that threatened me with garnishing my wages from my place of employment mentioned. Mr. Manning has not, as of yet, began to contact any friends or family members but that seems to be his MO as he is mentioned in many complaints online for his debt collection practices. VOICEMAIL: "AXXX XXXX, last four of social **** a final verification of employment has taken place through the XXXX, has come back as positive that you are gainfully employed at the XXXX therefore this case has now been deemed cost productive for a direct attachment. If you have any questions before this case is filed I would ask you to return the call to our firm at your earliest convivence asking for Joseph Manning at 888-894-8128. Now it will be filed here through the wages where you are a XXXX before that would take place please call 888-894-8128. Thank you.".

- Christine1st call (difficult to understand) they were deducting $6,000+ from my bank acct. for network security services. I hung up. Immediate 2nd call, Alex, very persistent - I told him to give me my information that they have, he said they couldn't legally do that. I needed to go to my computer, it was urgent, this needed to be done on e-mail to cancel my security services, told him to send me a paper copy, couldn't do that. So I tole him to take me to court. Asked him for his info, couldn't do that either. Told him he was a scammer, removed my name and do not call me back again. I hung up.
