said I had won Canadian Lottery; must deposit check for $3875 then send tax amount.........sounds like a big scam to me

Just received a similar letter notifying me that I had won a "Shoppers Sweepstakes" and that I need to deposit check for $3875 which had been deducted from the winnings for the purpose of payment of government taxes.
Sounds like a scam...  how do you know?

My check of $4875.00 said I had to call this number first before I cash the check. Some Canada lottery. I thought Canada lotteries were illegal?  I gave her the claim Number and asked her what this was all about. I thought maybe I was paying them to call this number when she put me on hold. I hung up.
