This middle eastern voice stated they represent citibank loan application department.  
Stated that my on line loan application was approved for $10000 and they had to verify validity of my identity by use of green dot money pak preloaded card. I loaded $212 on one card and $374 on the other.  I checked the balances and they are at 0.

I received call.  I called back about 4 times. Twice they said Citibank then it was dept of taxation.  I told him are you citibank or taxation dept.  what is this some scam. He said yes and don't call back.  He was also middle eastern.

I also was told that I was approved for a loan for 2,000, but I had to load money on a moneypak. Card. I loaded $110.00 and then they said there was a computer glitch and that I needed to send $110.00 again so that they can release the funds. I totally disagreed and he hung up.
I've been had.

Typical Indian loan scam.   No reputable company is going to loan anyone any money over the phone.  Pre-payments are always illegal in these kinds of loans.

Protect yourself!
Recognize that NO legitimate company is going to offer you a loan, without their doing some background / credit checks on you, and they WILL generally need a snailmailed, signed contract.

If you or a friend fell for the scam, please try to educate your other friends.  The only way to stop these scams is to cut off their source of money!

this [***] said to deposit 89$ in money pak for insurance purpose and now they are saying they 104$ to do wire transfer wtf is that or go to a western union and pay them 178$ to get the number code to receive the money.

The loan offer is a scam.
If you have already sent them money, you have been robbed and you will not be able to recover the money.
You will not get a loan from them, only more excuses that you must send them money.
Money Pak, Wire Transfer, Western Union are all ways one can send another money and never be able to recover it, which is way they are asking you to send the money those ways.

It is against federal law to offer a loan over the phone, but make you pay upfront to receive it.
As they are breaking the law, then they are criminals.
