I don't answer any calls unless I know who is calling. They don't leave messages. scam or spam calls.

This number has called me several times over the past few days.  Never leaves a message.  I don't answer calls from numbers I don't know.

It’s a debt collector

They never leave a message. The call before the legal time to call and throughout the day

It's Kansas Counselors Inc, which is a bill collector for medical debt.

They kept asking if I am someone they named, but would not say who they were or what they wanted. That is only done by debt collectors.

Never leaves a message, but others report this is debt collection. This is likely a scam as I do not have any personal or professional financial debts, but the call comes anyway.

Maybe or maybe not since you haven't answered the call to find out what they want which by the way also prevents you from asserting your rights in the matter.
