Got a call from this number with a prerecorded message offering lower mortgage rates.  I pressed 1 and was connected to a live person (male voice.)  He asked me if I was interested in the offer and I said actually my cell number is on the do not call registry, so this call is illegal.  He hung up on me immediately.  I called back several times and it was a live line (not a spoof dial) with a voicemail.  The voicemail did not identify the company.

You received a call offering an opportunity to lower your interest rates.  If interested,  press 1.   When you pressed 1 and the person answered with " Are you interested in the offer to lower your rates"?  IF,  and I said IF,  you would have responded with yes,  you would have established a business relationship that would entitle him and make his sales call legal.   Since you did not respond with the anticipated " yes",  no relationship was established and HE hung up on you,  he avoided any violation.   There was no violation of the DNC.  No attempt was made to sell you goods or services since you declined his loaded opening question.  Anyone can call you with a baited implied offer,  as long as no attempt is made to close the deal until you have consented your willingness to learn about any offer.  This is a technique used mainly by contractors,  seeking an opportunity to send out a representative to give you an estimate.  Perfectly legal.  If you say yes,  then you have established the relationship. If anything,  robo calling in your state could be a violation,  but not the DNC.  The sneaky Basturds....

I have received several calls on both my cell phone and my land line.  Each and every time I have asked to be removed from their call list.  This is bordering on harassment.  What can I do to get off their list?

Sorry, that's incorrect.  If there was no business relationship before his call, then it was illegal for him to call.  The DNC registry is clear on that!

I got a similar call - lower mortgage rates. I have gotten the same robo call from different numbers from different states, so whichever contractor or group has got my number, they have been sharing it.

I get so tired of these 'lower my credit card rates' calls. I don't even use credit cards. I wish I knew how to stop them. I get the same recording from all over the country. I got at least 5 today, from 5 different states.

I use trapcall to play a "sorry this number is disconnected" to those card member scammers. I got a nice blacklist going. Phone dont even ring. Its well worth the 5$ for the features. Check it out.

I wish we could all contribute to a "master blacklist " for these azzclowns! (Attn any app creators out there!) Id pay to block them.

Where did you EVER get this idea of the law? They have to have the business relationship BEFORE them make the call. That is the whole point of the law, not to establish business relationships through unwanted calls. You aren't giving accurate information.

5 calls today! (over 60 in March) Not Stupid enough to answer. My phone is on the DNC list, will file a complaint (again). You'd think the NSA would have enough of the data collected to go after them like the IRS after a TEA party member.

After 3 years and over 600 calls, you'd think they get it.  I don't want what their selling.   I answered and told the guy, I am going to shove my foot so far up his @SS, he's going to have athletes foot on his tongue.
