Bad robot dialer with recorded announcement about "lowering interest rates"

Since such calls appear to be illegal on both counts:
1. Telemarketing recorded announcement
2. Caller-ID does not give business name (neither of the telemarketer nor the supposed client)
.. I can only presume that the whole thing is an id-theft scam.

The call was followed in 215 seconds (about 3 minutes), with another telemarketeer call from the already blacklisted 4069313535 ( https://800notes.com/Phone.aspx/1-406-931-3535 ) -- so they COULD be related -- finding the line answered, tried from a different number.

Followed about 2 minutes later by an attempt from already blacklisted 2243452404 ( https://800notes.com/Phone.aspx/1-224-345-2404 ) but that was on another line.

This appears to be the first telemarketeer call I've had from this Tulsa, Oklahoma (FULLTEL www.fulltel.com ) number group, which currently appears to have 10,000 numbers assigned at 918-442-XXXX   But that's a PERSONAL observation.

Caller ID says Oklahoma Cit OK [sic]. Never says anything. I never pick up.
