These Scumbag Bill Collectors have been correctly identified by others here as First National Collection Bureau.

The first sign a consumer should beware of is when cryptic caller ID names like "LOCAL OFFICE" are used to try to trick you to answer.  Because their "160 highly trained and dedicated team members" that they tout are really scumbags that will badger you until you give them money.  This is because they are "dedicated" alright to using any tactic necessary to get you to pay.  Their "highly trained" because they know and execute tactics that skirt the FDCPA and even are illegal.
