The only way to fight this is to call out the US carriers who are complicit in these business practices. To find the actual company that called you is almost impossible, so people should go after the local provider and submit complaints to the company directly and FCC implicating the provider, not the caller.

These guys provide the service, wholesale it out to [***], and take no responsibility for compliance as they sit back and watch the fleecing of America.
Trying to submit a complaint with them is useless.
