The person called said that i was suing by IRS... It is a SPAM

Rings.  Hang up when answering machine comes on.  No message left.  No caller ID.  Third call today.

Called twice in a row. Did not leave a message. When I call back, Verizon is "unable to connect"

My phone kept registering an incoming call from them but every time I tried to pick up it canceled and would call again. This repeated for ten minutes with me being unable to block or cancel the phone call, and eventually I had to just turn off my phone, and when it turned back on they had stopped calling me. Calling back just had silence and a hang up.

Same - no message - Blocked

When I answered, the guy started singing a song in Spanish,  I googled what I could make out of the lyrics, and it appears to be called Baila Morena

Scam. Message says "IRS is going to sue you due to your delinquent IRS tax account" blah, blah, blah....Never been delinquent with my taxes. Welcome to block forever.
