TOTAL SCAM!! Be Careful.
Got a call from this number and on answering there was a short delay before a male began a rapid statement including the suggestion that I had inquired as to whether I was entitled to social security benefits. Then he said, "Can you hear me?" To which I replied "I can."
After a short delay he launched into the pitch again trying to get me to say "Yes" to which I said you will not get the positive word out of me and I'm reporting your number to the authorities. Then I blocked the caller on my phone.

That was probably a robot calling.  The "Can you hear me?" is to see if you are a human, not someone's voice mail and to see if you are still there and have not hung up.  If you do not respond to that question, the call is terminated.  Your answer would have triggered a disconnect as well.
     If you had let the call proceed, you might have been asked a few Yes/No questions to "qualify" you to talk to an actual human scammer who would try to close the sale and get you money.
