This robocaller continues on a crazy roll this month. The company is Portfolio Recovery, a debt-collecting company that buys written-off debt from banks, retailers, etc., for pennies on the dollar. They get their customers' phone numbers (which often are no longer even valid) and try to browbeat people they call into paying on debts that may or may not be true. Also, when Portfolio is on the case, such debts are long past being legally collectible. Over the past three years, Portfolio has used an array of about 33 different numbers in various Area Codes to harass people, but in December (so far), they have added several numbers to their repertoire. Remember, too: They call from 8:15 a.m. to 9 p.m. seven days a week, all year long. (Any call-blocking service automatically intercepts all Portfolio calls, thankfully.) Today was a first with this number, and they have added 10 other new numbers this month. The numbers that Portfolio uses now totals 43:

They call constantly under various numbers.  I'm done blocking....as my phone blocks 250 numbers and they seem to have as many numbers as they want.  I just don't answer any number that is not in my call list.  I have no idea how they got my number or why they keep calling!!!  Very annoying....and I know that's exactly their point...to annoy!!

These people hassled me some years ago over debts owedon credit cards by a  person with a similar name to mine, now its started again. A person with an accent (Hindustani ?)  that made it impossible for me to understand left a phone number to call back. I did not do this because I knew I dont owe these bottom feeders any money and I dont care

Interesting.  We have no outstanding debt and never have so why would they need to be calling here.  They have called 2?times today and 1 time last week each using a dif phone number.  We don't know them so we don't answer.  I will happily block any numbers from them.

May be calling if they know they can rely on the numbers they call always have an answer, even if it's an automatic one. You might not have any outstanding debt, but a thief will still try to trick you into believing you do. If there's a machine taking the call, they might believe you're away from the phone and you'll be back eventually. If you're able, allow unknown numbers no kind of answer at all and be patient. They get sick of wasting time with numbers that have nothing at all.

Portfolio is a well known criminal enterprise that operates as a debt collector.  They don't care if you owe or don't owe, they just want someone, anyone to pay.  Unless you have a large amount of open numbers you can block, you will be out of luck since they have at the very least 400 or more numbers they use to call people.  Your best bet is to do the following:

You need to send them a certified, return receipt debt validation, cease and desist calling, or "not me" letter (think of it as the best $6.47 you ever invested).  Also send it first class mail in case no one will sign for it.  Make a notation of that fact at the bottom of the letter.  You also need to report them to the proper agencies to which I have provided links to.  Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment.  If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.  Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/
    http://www.consumeradvocates.org/find-an-atto ... tates_value=All

Everything else you need to know follows including at least two agencies where you should report their criminal activities.

Make sure you read how the NY AG spanked them bad on May 1, 2014 in the following BBB page.

BBB page with 1,351 (the BBB wiped off 31 complaints so that Portfolio could keep their A rating) complaints, 3 negative reviews a government action from the State of New York, an alert, and yet they get an accredited A rating (back up from a B+, they removed 31 complaints and 2 negative reviews to get them that rating, but  they must still must be paying big bucks for that rating boost):  http://www.bbb.org/norfolk/business-reviews/d ... olk-va-51000164

    Lawsuit against them:

    http://topclassactions.com/lawsuit-sett ... iolations/

They were  listed among the worst offenders on the late Bud Hibb's site!

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

Read up on your rights here and also make a complaint at this government site:  http://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.
