"Strib Express" The use of the title 'Strib' is short for our local newspaper Start Tribune, though I am nearly 100% certain that they would use that term in their caller ID, nor the 'express'.  This is more crap callers and faking phone numbers.

Caller is asking for verification their packet of printed coupons was delivered to your mailbox; however, if you subscribe to the local newspaper then those coupons are inserted and delivered with the newspaper.  You don't need to verify by phone the delivery of postal mail (which they cannot put in your mailbox, anyway, since they don't pay postage and have someone drive around shoving it into the newspaper box).  This is their survey to measure their coverage.  The caller never identifies their company or name which is suspicious.  Seems just a ploy to get your to accept delivery of their marketing media.
