I have had the same thing. ---here's how to make them stop--  tell them you have no money and want free ins. Or call them back and just tell them you want to say hello. They will block your number. Worked for me. But had to due it a few times. Tell them you want to sing them a song. :)

I called www.healthcare.gov and complained about receiving calls fromdifferent area code numbers from all over the country. Healthcare.gov would not remove my phone number, so I DEMANDED that www.healthcare.gov remove (not inactivate) but REMOVE my application for healthcare from www.healthcare.gov. Healthcare.gov would not remove my phone number unless I "reapplied" under "special circumstance".

Report them directly to the Federal Trade Commission.

Got a call and missed it at 1:29 pm. I then called them back spoke to "Chris" and he hung up on me. I called back asking what company he worked with and he hung up on me again. I continued to call back to find out what company he worked for and he kept picking up the phone and hanging up. When I finally got someone at 2:05pm they stated they were with FLPD. I contacted FLPD at 2:09 pm to verify but had to LVM. I called the 813-756-2393 to get a supervisor and got "Eddy" at 2:30 pm. Was told a supervisor or manager was going to call me back. At 2:57 pm I called again and spoke to a "Jamie" and was told again I would get a supervisor call back. At 3:41 pm the number was"disconnected".

I can add some info to this but the stories I have read are bad.  I have played the game with them pretending to want insurance. Basically the people who answer the phone  sometime are in on the scam or some are very unaware thinking they have real jobs. One guy said he was a compliance officer and seemed real happy he had such high sounding job.
So he listed to my accusations and threats but in the  end he was just a  dumb kid that has no direction or goals.
Another girl was nieve  enough to think she was being trained at some later date to be a licensed insurance agent while another said he had a family to feed. They all had some fear in their voice but that did not last more than 5 mins as they get backup  from the  hard core criminals. The phoney license insurance agents are of coarse not licensed but some will make up a ID number. Most are thugs,
dumb crooks, guys that yell Yo  in the backroom.  Asian women you would not want meet in an aley while the other women present like those just let
out of prison ruff and mean. Poor customer service behavior, or they can not work the phones or remember what screening questions they
are to ask before they send you to the even dumber agents that hangs up on you the minute you ask for their INS.  ID.  THE  agents
use the word   process        to mean now we are moving on to where you give me your info and I  get your money now.  the whole
operation is complete joke and the best approach is never talk with them, they will never leave a meaning full message because they have nothing to say. They will get very down when no one talks with them because that means no money.  Silence will destroy them.   I found most of this out by repeated working my way to agents and lying about my need for ins.   Vince the aging agent-scammer thought he had me and I called him for two days leading him on about buying the policy but my Dad had the money.
I dropped him after the second day like a hot plate.   No calls  and I did not answer the 14 calls he made from the different  spoofed  local numbers that he made to my home.  I could just sense the compulsive frantic every hour calls that came in with other numbers that I know are the National health enrolment  center.  Their is one rule the scammer will not break letting a  private or real phone  number
show up on your phone .   Well that is about it for me   Today is 4/1/16  So if you all read this call up vince and ask for him  323 694 5134  These scammers are starving  But I am sure that the criminal in them will never let go  even if they die of thirst     THREE FEET FROM THE WELL..   bee

Harrassing calls at all hours

This company id harassing  me with over 80 calls in 3 months using 9 different phone numbers. They are obnoxious and do not honor, do not call requests. I have contacted my states Attorney General and the FCC. I have also spoke with a legal firm regards to a class action suite.
