This number dialed my home phone and when I answered; no one said a word.

Calls 1-3 times a day; silence at the other end.

I called back.  Woman answered "Hello".  Won't tell me why she called me. Asked me my name.  Pfishing for Identity Theft?  Claimed to be a business, but the name is not found on the Internet.

They don't call you to speak to you.  They just "bug you" until you call them back to ask why.  (Not harrasment if they don't speak when calling?)
They ask if you are calling because of a missed call or a letter.  
Then they ask you who you are, to see if they have the right name, address and last-4 of SSN.

First call I was told it was  INTEGRITY SOLUTIONS.  That shows as an Employment Business on the Internet, so I assumed it was fake or someone phishing.  The phone number is also "noted" as a telemarketer or bill collector when Googled)

Calls continued, so I called back again.  Woman politely answered "Central Credit Services,  formerly known as Integrity Solutions".
Since all of my debts are paid,  I said she had a wrong number.  (Has happened to me before!)

After verifying my address and the last-four of my SSN,  she determined it was someone else they were trying to contact.
Said my phone number would be flagged as "wrong contact number" for the person they wanted.
