Googling this number confirms it is being very widely used for multiple different types of scams. Thankfully my phone provider's Spam Block is preventing their mutiple calls to my number from ringing my phone and I see on my provider's app that they have tried to call my number at least 24 times in the past 3 days.

Hmmm....before you conclude that this is a scam, you may want to read some of those "googled posts."  For example, the major robo blocking site (I'm sure you know the name) has a full transcript of the recorded message from this number;

Quote:

Hello, this is  (name redacted) calling from National Grid. Cold weather often means using more energy to stay warm, which can lead to higher bills. We know that can be difficult and we want to make sure you're aware of available support. New York's Home Energy Assistance Program.

It goes on to refer you to the web site to get assistance if needed.  In addition, call back to the number gets; "Thank you for calling National Grid.  If you are calling to discuss HEAP program that you or someone you know may be eligible for, please hang up and contact your local department of social services or county in upstate New York or Long Island."  It goes on to give additional information on accessing assistance including providing the government website.  Finally it gives the number 1-800-342-3009 which is the published number for Heap, SNAP and Temporary assistance on the New York government website. https://otda.ny.gov/contact.asp

While it is possible that any number, even a legitimate government one, can be spoofed, it is not likely that a scammer would leave a message regarding government emergency assistance.

I am also getting multiple calls daily from this number, all.psycho dialed one after another in a span of only a few minutes each day. When I finally picked up to curse them out for the harassment, the caller tried a "utility discount" scam on me, offering me an immediate 75% discount on my utility bill if I signed up right then. They didn't say which "utility" so I knew they were phishing and trying to get me to give up info to them. Reported and blocked.
