Anti-robocall bill likely as House, Senate reach compromise

House and Senate leaders said Friday they’ve reached an agreement in principle on merging their two versions of bills against robocalls.

The House bill had gone further than the Senate one. Details about what’s in the final bill are still to come, but legislators say it will require phone companies to verify that phone numbers are real, and to block calls for free. It will also give government agencies more ability to go after scammers.

That is encouraging ... but what are the odds the bill will be passed before this session expires?

Also, what numbers are "real"?  With scammers spoofing "real" numbers, what defense can the phone company employ?

My personal defenses against spam calls do not depend on Uncle doing something.  Instead,

• Truck Phone:  Gets lots of spam calls, but is usually OFF (used only for outgoing calls).  Delete incoming records with landline phone to avoid using minutes.
•  Home phones:  Connected to computer-monitored call blocker.  100% effective in blocking repeat calls.  Moderately effective in blocking 1st time spam calls.  Ignore unknown callers.
• Family Cellulars (with different providers).  Either block all incoming (except for whitelist), or ignore unknown numbers

Bills and Laws are great if they can be enforced.  How they plan to do that is what I want to know.  DNC and CID are worthless as these people don't abide by any laws and they use computers to do the dirty work.  Many corrupt call centers are now using rolling banks of numbers within your AC and human sounding robos to avoid blocking.  They bombard everyone a few months then disappear or start over using a different exchange and set of numbers.  I can only envision the Keystone Cops taking action.
