Most likely from a country that has no education system and the caller is probably from a South Asian Country that specializes in scamming people. Either India or the Philippines comes to mind. Both are rife with scum that can't get an honest job so they steal from people to make a living.
True, it is, but a Country Code is used to dial a number in that country from another country. There is a "91" area code in India (assigned to mobile phones) but this would not be a number for a mobile phone there, as the number of digits to the right of the "area code" would come up two digits short.
The OP lists "BPI" in their post, and a quick Google search for that turns up the "Bank of the Philippine Islands" as one possible meaning. This number would meet the requirements for a valid mobile phone number in the Philippines. Since this site is open to posters anywhere in the world, the OP might also be in the Philippines and trying to report on a scam call they received there (a somewhat difficult task, since this site is geared to work with 10-digit North American phone numbers, not 11-digit numbers).
"Robin" has been posting about this number over in WCM in the threads and forum since yesterday. It seems to think it is vital the world knows about this number, so important that special forum threads are required.
