The same suggestion has been made before, several times. The term "scam" is more an opinion than a category, in my view, which applies much too broadly. It fails to describe a *type* of caller, or else the premise a given caller presents. Our laws which address nuisance calls also get specific about types of calls and the goals of noncompliant callers. We don't have a law which prohibits "scamming" with a sweep of the hand since it would be too vague to enforce. Besides the above, the moment such a drop menu item is added, it will be roundly misapplied by people who really mean "unwanted" or "inconvenient" but cannot find a broken rule if challenged.
