I received a call from this number 011 981 7800 and the caller was just quiet.

Called back no-one answered just went quiet.

Someone is phoning me with that number says he is from standard bank and I my confirm my details is the number really standard bank?

Call Standard Bank.  Don't call the number that called you.  Call the phone number on your Standard Bank statement or on your credit card issued by Standard Bank.  Ask them if the number that called you is theirs.  

If its not a Standard Bank number work with the bank to change your account numbers.

Not in the US, area codes and prefixes don't begin with 0 or 1 in North America. It's a spoofed number, probably coming from overseas, and should be avoided by all means.
