I called them back and ordered Chinese carry out . they laughed and hung up.

When I called back the 4th time they were very obscene!

Received a few messages from 202 506 9654. Can not understand most if it, exept it was the IRS and I should not ignore the call.

Sad is the truth.  I normally do not pick up when numbers are unfamiliar but the voice message is what threw a curb ball at me.  I called back and they asked me what number I was calling from and gave it to them.  They asked if I was Mrs. Sheff?  Of course I gave them my real name.  They then said, wrong number!  Hung up the phone.
I googled afterwards and found out it was a scam.  I called my phone carrier and had them block all internationl calls (incoming and outgoing).  I thought I could go through life without a scammer attack but I failed.  What I'm doing is forwarding information to loved ones, co-workers, and others.  
I just wonder what they are going to do with my name now?  Does anyone know?  Thanks and so sorry I fell for their tricks.  Fool me once, shame on you, Fool me twice, shame on me!  

My wife just got a threatening call on her cell phone from this number (i.e., 202-506-9654). The recorded message said the call was from the IRS and legal action would take place if she did not respond. The call ended with "Good bye and take care," which certainly identifies it as a scam because the IRS would never end a call in this manner.

they left several partial messages - when I called back and asked where they got my # they gave me some name I couldn't even begin to spell as the person they were looking for. I've had this # for 10 years and with all the calls I've been getting lately for scams and people wanting donations seems like I may have to change it

They are Indian scammer/extortionists.  They are spoofing area code 202 in order to sound more official.  This is just another Indian scam, which has been going around for some time.

I received a phone call from this number 202-506-9654. A middle aged woman voice... Heather Gray claiming to be from IRS and to call back to avoid legal action and this was time sensitive. Ended the call with take care , Bye. This has been reported to the local police.

Got a call from this number (202-506-9654), supposedly a heather Gray, an officer in the IRS asking to call right away before a legal action was taken. I called the number and it went to voice mail.  Pretty sure it is a scam.

I also got a call from that number. The guy had an Eastern European/Russian accent. It was NOT an Indian accent. I have never received a scam call from India. Thank God.

We received same threatening call from same number and from same person 6/24/14.  It sounded like a robo call and not very professional.  It came to our Calif number and ended with same "Good bye and take care".

Second day in a row that I received a voice mail from 202-506-9654 telling me to call or legal action would be taken and ended with goodbye-good day.  Came from 202-506-9654.

Received same automated message saying that she was an attorney for the IRS and not to ignore the message otherwise they'd take legal action.  Undoubtedly a scam.

We got a call from this number also (202 506 9645) , very aggressive, said we owed IRS money. Said the were coming around in an hour to arrest us.

Told the ass to quit calling. They were calling several times a day.
