i called and my phone started smoking, so i ended the call and then it started crackling and burst into flames....

When I called this number for my phone it said I had no tap but when i scanned my phone with a bandwidth sensor you plug in it showed me I had a tap and it also showed me the source of the tap. So don't call it if you haven't allrrady.
Its a federal number

I called this number and it sounds like a fax machine...so am i tapped?

It is highly doubtful that who ever you think is tapping your phone is reading here either. We can't stop anyone from doing this to you or answer why its being done since we don't know.
