They call 6 to 8 times a day every day if i answer they hang up on me. They never leave any messages. This is quite annoying ...

Simply checking for an answer at your number, and possibly times a live voice answers. Impossible for them to operate with numbers that don't have those. There's a great way to annoy them back. Numbers with no kind of answer become worthless to pests.

Never do that.  You just told them you have a valid number and invited more calls.

This number calls me constantly every few days.
I've sent them to auto decline and they keep leaving me voicemails... hello, are you there, hello.
I've called the number back and hit 1 to take myself off the list, but they still call.  Report these guys to the government

There seems to be a lack of common sense here. 1) DO NOT  answer calls from numbers you don't recognize 2) IF it is important they will leave a message 3) NO message...check the number out online, DO NOT call the number back! 4) BLOCK the number on your phone..no need to invest in anything, just use the call-block-option on your phone.

Common sense isn't so common.

1. Some people have to answer unknown phone numbers. You know, for their job.
4. Not all phones have a call block option. Landlines, for example.
So yes, it may not be rocket science but it's also not as simple as you insinuate.
