I don't recognize the number so I don't answer and when voicemail picks up I recieve a msg stating something about "caller using 3-way and if you want to accept call press....etc". Never get a msg from a person to know who it is. This is not the first time it has happened. I receieved the first call a couple weeks ago from this occurance on December 16,2007.

It was my son's recorded voice, but when you try to accept the call, it gave us an 800 number to call saying our number was not set up to take the calls. Once we called the 800 number, it says it will cost us $69. to set it up with our CC or Debit Card. Sorry, no can do.

This number is a dial-out only line for Natchitoches Parish Detention Center (and others) run by a company called City Telecoin.
It's a prepaid collect service more often than not, meaning that a balance has to be present on an account corresponding to the number being dialed. If you received a call from this number, I'd imagine that it WAS an actual collect call seeing that you have no reason to be getting calls from such facilities.
For the record, there IS a way to set up an account for this type of call for less than seventy bucks. If you do a Western Union QuickCollect (To: City Telecoin/Attn: inmate name/city code: CALLCTC/State: LA or whichever pertains/Ref #: 9999/Acct # w/ company: phone number you want to buy time for), you can do it for $30 plus the ten it costs to send such a payment. Granted, it doesn't get that much time on their gross long distance rates, but if you do want to do it, then this is the way for folks like myself who consider $70 to be on the side of exorbitant.

- K3N| 1 replyThe call could come from anywhere. My friend received a call from a friend in prison in Arkansas, and the call was routed through this number. More than likely the subscribed inmate lines dial through to an access number that reaches a pre-paid collect call operator service.

- AbbyHave been receiving calls from this number for a couple of months now, but until tonight had never actually answered the phone when the call came in. Usually it's just a voice mail message that's left indicating that it's a collect call from a prison. The person calling, someone named Gene, is not someone I know and the voice is unfamiliar. My thought is that this person must have dialed the number by mistake (or at random) and upon hearing a female voice on the voice mail message decided to keep calling until he got a person to answer, probably in hopes of finding some sucker to accept his collect calls. After the third call, I had my husband answer the phone... we'll see if he continues calling.

- RasputinMy 90 year old mother received at least 7 calls last night between 11 and midnight before she disconnected her phone. There was another call between 2 and 3 PM today. She had been victimized this way several years ago while I was working in the Corrections system, and thought I may have been trying to place a 3-way call. At that time it appeared the company providing pay phone service to the prison was complicit in the scam. I intend to contact the Richland Parish Detention Center and file a complaint.
