They are not exempt anymore.  When you file with the Gov. do not call, it sends you to the page of the FTC, they are now included in the drop down box to choose from, in order to file complaints against them.  I wish you luck.

In caller ID it shows "Heritage".  I do not know who they are, but they never leave a message.  I'm going to file complaint with the FTC.

Heritage on CID been calling for approx 3:5 weeks.  The scam outfit is not the foundation, when I have answered in the past they hang up quickly will not take questions.

Your logic fails me.  Are your statements emanating from someone who is sympathetic to a far right organization? What is the source of your statement that it has an excellent reputation?  Why do you assume that it is somebody of a "liberal" nature who is making these calls?  Lots of assumptions here!

Um, psst....Steve posted  on page 1 of this 7 page thread, over a decade ago and I seriously doubt he will return to answer your questions.

spectrum blocks their calls after 1 ring which is a sign of a scammer or robo-caller. the heritage foundation may be legit but they call every day at least once once per day. this is harassment.

Thank you for that comment!  I too am constantly getting calls from the California number with the ID showing "Heritage".  Looking up Heritage Foundation, I do indeed see that this organization is headquartered in D.C. NOT California so I'm happy I have not answered.  However, if I do see "Heritage" on the caller ID and the area code for Washington, D.C. I will gladly answer!
