I just spoke to Kevin at 1-800-252-9141.
I had politely asked to cancel service. Kevin asked to know if he could
know why. I politely declined to give a reason and asked again to
cancel. Kevin again asked for a reason, and I again declined to answer,
and, repeated to Kevin I wanted to cancel my subscription, and if he was
going to help me. And again, Kevin asked for a reason to cancel. I then
used my outdoor voice to tell Kevin in no uncertain terms I wanted to
cancel and give me a yes or no answer if he was going to help me. I then
heard silence. I then stated to Kevin his silence tells me "no, you are
not going to help me". At this time, Kevin reluctantly helps me cancel
the subscription.
I really don't like to raise my voice to the people on the bottom of
the ladder, but I really don't like company policies that tell the
subscription people to not take cancel for an answer.
And please, don't try and tell me this was an aberration. The
subscription people read from a script. A script provided by the company.- Caller: LA Times

I sent an email to member services and matter–of-fact told them I listed LA TIMES as a telemarketer on the 800notes page
I received an email back saying they would take me off their list.
And the phone did calls did stop.

When these calls started, I asked to be put on their DO NOT CALL LIST because I was no longer interested in their paper. Apparently they didn't listen because I have been getting between 1-3 calls per day since January. I just sent an e-mail to LA Times customer service as per the advice of NW, who posted above on March 24, 2014. Here is the e-mail I sent. Please feel free to copy and post this or a similar letter to them.

I have been getting between 1-3 calls per day since cancelling in Jan. 2014. Before reporting

A big WARNING: Don't make the mistake of taking them up on any offer of "8 complimentary weeks of the Sunday Times as our appreciation for you as a former customer", because you'll end up getting a bill in the mail. I don't know if it was the dude that lied to me on the phone telling me three separate times that the 8 weeks were free without obligation or a bill, or if it's the LA Times' new fraudulent policy to lie to people on the phone in order to get them on the hook for issues that were never ordered.
I got the bill but sent a strongly worded email telling them I'd publicize their scam all over social media if they send me another bill (for $8, surprise surprise!). They responded 3 days later telling me sorry and to disregard the bill. But now they're trying to reach me again.
