In 18 years I have received maybe two valid calls from that same local prefix, so I'm pretty that it is a scammer who is either rerouting their calls or masking the caller ID. I always check these things, online, always a scam of sorts. On a similar reporting site, where someone reported they called the number back twice. Once it was a officer, and another was a treasury person, so there you go.
