The Feds would have you believe this particular Scammers, Inc. is too tough a nut to crack. We've been tracking whoever is behind this for a few years, and we've had one break. One woman got someone on the other end and he blurted out "We're Answernet" and hung up. That could have meant anything or been just something he made up, but it was the only lead and so we pursued it, and it turned up some interesting stuff. I think we've finally cracked it.
Answernet, Inc had a subsidiary named Contact America Acquisition, LLC, that did business in Port Angles, Washington as on outbound telemarketing corp. They were registered with the Secretary of State to transact business in Washington. They are based in La Jolla, CA. Two years ago they shut down operations there and overnight a company replaced it at the very site they were located, called Call Centers 24x7. We don't know if they're connected. Call Centers 24x7 started as Prophetechs Corporation, a registered corp until sale was finalized in July, 2000, and the subsequent business has never been registered with the SOS, received authorization to transact business as a WA corporation, nor file articles of incorporation.
Since there is no registration data, we don't know, but I believe that this is a wholly owned subsidiary of Contact America Inc, La Jolla, CA, which is itself defunct, but its current operations are definitely controlled by Hoy Schuman & Associates Incorporated. Robert L. Schuman is a middle tier, 1/2 million/year telemarketer, with ties to political organizations were he supplies robocall muscle. He's just the kind of spider I'd expect to find sitting in the middle of this little telescam web. All these calls have been traced to a switch that Contact America 24x7 uses to spoof caller ID. It makes a land line call look like a cell call. Technically, it makes it look like they're calling your cell back, so it gets by all checks, ID display, etc.
But Call Centers 24x7 is definitely run by Shane Miller of Port Angeles, WA. He was the one that began the venture as Prophetechs Corporation and continued as Call Centers 24x7 after selling it. For my money, this is the guy to target when you get another of his marketing scams on your cell. Schuman may be benefitting from the whole rotten setup, but it's Miller that is doing the day on day nitty gritty and deciding that you are the one that will be targeted with a call. No doubt he would find laughable the idea that he's personally responsible for the result of an algorithm, but that's exactly what we're hopefully going to do in the future. Miller (b. ~1971) is a local. Miller attended Peninsula College, and later graduated with a Bachelor of Arts degree in Comparative History of Ideas from the University of Washington. Call Centers 24x7 is successful in 2009, but what did he do for the preceeding 15 years? There's no trace. Prophetechs never made a cent. How did Call Centers get the traction? Most interesting, they have such a huge outbound call load, THEY NEEDED NEW TRUNKS!!! That's very exceptional. I'm sorry but his established story for what Call Centers 24x7 does and what I see on their website does not jive. Look at it. http://www.callcenters24x7.com/ I know a cover business when I see one. So, where's the money coming from? Surely not from that operation. Here's his own slide show presentation that supposedly explains it. I still don't see how there's any meat there. There are a thousad that do what he describes better and cheaper, though we can only guess at what that might be. They advertise nothing. Where's the sign-up page on their website? The rest of us are supposed to believe that he's making money off of what he describes that he's doing there.
I leave the verdict in our hands. Looks guilty to me. The only coherent page on their website seems designed to simply say, "No, we don't do that". It reeks of "methinks the lady doth protest too much". They spell nothing out in detail anywhere. Except the one page that says "we don't do robocall telescams".
