For your information just because a number comes back as disconnected or not in service it is very possible it is a foreign number as with the country code the numbers are 10 digits the same as ours. With so many of these calls are coming from outside the country it's becoming difficult to know who is legitimate and who is not. COMCAST Cable has out sourced much of their customer service to Turkey and India. I couldn't figure out why I was getting calls from Turkey but answered when I saw the name of the caller was Comcast Cable. The same is true of Verizon re: my cell phone data plan contract. They send me a text a couple of times a month if they think I may be close to going over my data plan. Real helpful when they call from India on the 24th of the month to tell me I've used 75% of my plans data for the month and to be careful not to run over when my month starts on the 25th of the month. Thanks Verizon.
Also, a legitimate bill collector is not permitted to use a "phantom" phone number. Phantom number being a number which is not connected or not in service. They must have a recording on the number giving a service number for people wanting to reach them if they returned the call on the call they received as incoming.
I suggest you research what you are posting before you give someone incorrect information.

The DNC works just fine. It is for telemarketers only and honest business does indeed abide by it. It is the criminals (which includes illegal telemarketers), frauds and scammers that do not. However, the Fed. DNC does not cover some survey's, Political or Charities. You would need to check your states DNC laws to see if these are under your states DNC laws. The fact remains that they are not automatic call blockers though and can not protect you from the calls that are criminal, illegal or fraudulent.
Do consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

- The Person Who Actually Monitors Calls| 1 replyMy job is monitoring calls for a major financial institute. I listen to hundreds of calls a month from customers who receive these kinds of calls and give out private information, opening the door to fraud.
Three things to remember:
1. If fraud occurs on your credit card or your atm card, if you report it promptly to your bank, you will never pay one penny and they do investigate and prosecute.
2. Call your BANK and your INSURANCE COMPANY and request to be put on THEIR "opt out of privacy choices" list. The service rep will open a blank form, will require YOU to give your information including your address, phone numbers, and email addresses. Say yes to any option that they offer. You will be taken off their list if you supply information that is correct. Make sure the service rep repeats to you all the information and that it is correct. Prepare to spend half an hour on the phone doing this. Do not get impatient. The company is complying with many federal laws and it takes some time. If it doesn't, it's not being done correctly.
3. Be pro-active, stop whining about the DNC and realize that it is your responsibility to protect yourself. Don't expect others to make your life effortless.- Caller: Unknown Scammer

But we also should be helping to educate or inform our elderly parents, grandparents, family members and friends as to "What not to say" when receiving a phone call from a number that you do not reconize. To me personally, if someone calls me and begins asking for personal information, I will hang up without giving out any info unless I inititate the call to a particular company first. Unfortunately, we will never stomp out Fruad completely but by being informed, at least your chances of becoming a victim of Fruad is less.

- bob replies to John Doe| 1 replyIf you're using a cellphone I can suggest downloading Call Control and its $1.99 when I used it 2 years ago so it may have gone up a little but its well worth the money. You simply input the number you want blocked and you go into the settings set your preferences. When that number ring's it disconnects the caller and they can't leave voicemail. Its great for telemarketing and if you have a nagging bill collector you can even disconnect them. You can even block text message numbers as one business even tried it. I mention this to friends or when out and I hear people complain so I show them my phone. Later they thank me. This company for the small fee they charge is awesome! Good luck!
