Apps for cell phones already exist. There's also an app or two that can be connected to a land line, which does the same call blocking. There are also devices you can buy.

So John, why is a bill collector calling me? And why did they call you? Do you owe money John? Perhaps it's because it was a scammer trying to obtain personal info from elderly or stupid people. Just got one on my working cell. just ignore it, and then blocked it for good.

delete the number off your phone.  and the same if you call the number back. technology what it is ,could be tracking your every call.  just the way I roll.. my own rule of personal protection.
Doubt you can block the number..and never answer it.

Call came in on cell phone, left no msg.  I suspect it is a come-on, time share, cruise, or something of that nature.

iPhones can block calls too....

Missed call, no voicemail.
