This number called me 3 times in a 15-minute time frame. They did not leave a message and I did not answer since I didn't recognize the number. They left no voice mail so I have no idea who it is or what they wanted!

When I answered they hung up, so i returned the call, a lady answered and said "Yes Scotty (BLANK BLANK) she knew my name but because my last name is a VERY long german last name, the didn't pronounce it correctly as a matter of fact she butchered it. I knew then that they were an agency to either A: Sell me something I don't need! Or, B: Ask about an outstanding medical bill Or C: a Stalker....lol
My guess is it is probably B, a collector seeking payment for a medical bill!

Nobody answered when I picked up.  A number like this called me last week and they did the same thing.  I called it back and put my phone on mute and a guy answered and when I did not answer he got angry.  He said oh your not going to answer me.  Come on answer me now was the other thing he said.  He eventually hung up and called back an hour later.

Who ever this is called me 4x's within an hour and half time frame. The first time I answered the caller hung up. The second time they called I picked up I just heard back ground noise still the caller didn't respond. I didn't answer the third call. By the 4th call I was fed up and yelled "who is this and what do you want". Than a man came on the line and asked to speak to me. But was very nasty , voice tone very inappropriate. He asked me who I was.  I didn't even answer him I was upset and yelled at him not to call this phone again or I would report the number. I than block the number from my phone....

    WARNING!

The previous post is suspect.  Please use caution when answering or returning these phone calls. Electronic communication, a fax or phone call is not a means for validating a debt.  Ask for information and for a letter to be sent through regular mail.  Check your credit report, credit card and bank account statements for any discrepancies.  Never give sensitive financial information such as account numbers to parties unknown.

Why would you come to a scam-reporting web site to look up a number for a "legit bill collector"?

    Shill much?

I know you don't want to tell us, but how about their legal name and address?  American Express says they are legit?  Seriously?  I thought this was a medical bill?  Does American Express offer medical care as well as credit cards?  Do you actually expect anyone to believe that drivel?

Let's see how that works .... "LYREHC" .... Well, that told me nothing about your legitimacy. Your parachuting into a thread which was dormant for 2.3 years to praise a "legit bill collector" says more than you can guess, ha-ha.

Last I checked, American Express (Sserpxe Nacirema) is not a collection industry regulator or watchdog and therefore cannot be consulted for an honest opinion of any collection agency which it does not control. I'm not aware that the well known credit card issuer has any sideline in medical debt to begin with.

Testing for legitimacy here means examining the behavior of an agency and its staff. Secretive and abandoned calls, and then rude treatment during those few remaining encounters with a human, are not practices supported by the CFPB or FTC. Laicnanif Xineohp will have to do better before flippant shills can certify its calls as "legit" and "safe".

Yes, very important to make sure a scam caller isn't a robot. It's even more important to have physical proof a scam caller is legally able to collect on a debt, whether you know of the bill or not. Did you obtain this proof?
I'm guessing perhaps you used your AmEx card to pay this scammer - why else would you mention them? So did you call AmEx BEFORE you used your card to pay this bill or after?

You need to send them a certified, return receipt debt validation (by law they have to go back to the original creditor to prove you owe the debt), cease and desist calling, or "not me" letter (this will be the best money that you have ever invested).  Also send it first class mail in case no one will sign for it.  Make a notation of that fact at the bottom of the letter.  You also need to report them to the proper agencies to which I have provided links to.  Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment.  If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.  Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/

Everything else you need to know follows including at least two agencies where you should report their criminal activities.

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

Also file a complaint here at the Indiana Securities Division: http://www.in.gov/sos/securities/2408.htm
