Hmmm, your post makes me a bit suspicious.  I don't know who you spoke to but it had to be a spoofed call as call back to the number gets "You have reached Tell City Hall.  We may have called you to get your opinion on public policy issues.  Tell City Hall is a public policy initiative of Adanis (sp?) a market research company."  It goes on to give you instructions on how to get a text of the survey and be removed from the call list.  A previous poster named "Allstream Inc. as the caller but that is the telephone service provider for this number, not the caller.

TellCityHall is a public sector program of Advanis, Inc., a Canadian Market Research company. I think that poster just didn't comprehend what the call was about or was being vindictive.

Called 3 times within 30 minutes.  No message left, blocked number now.

Definitely a scam call, the fact we are all getting calls from this number should be proof enough. They left a brief voicemail (probably by accident” all I got was “sir” and the voicemail cut off. Definitely block this number.
