You "spoke" with them.  That is the first problem.  That should have been followed up with a certified, return receipt letter to confirm that they are going to stop calling you.  Now as to where to complain:

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

No, it posted in the correct place, as all new posts and replies go to the end of the thread. This is a good reason people should take note of the date of a post before replying, as over time some links and info will not be the same as it was many years ago.
It shouldn't need to be constantly pointed out that content in older posts might be out dated and should be automatically understood by the reader, that older content posted may no longer apply to the current date.
