No, the call was not from Singapore.
The call may have come from anywhere in the world, and the scammers who made the call foolishly picked a number in the 654 area code to spoof.  The 654 area code has not been assigned for use yet, so there cannot be any calls from any number from that area code.
That being said, there is a bug in the routine on this site that reports the country and area code of a given number and presents that at the top of the page.  If the area code is not in service, rather than reporting that the area code is not in service and the number is invalid, it treats it as if it was a "Country Calling Code" (CCC) and reports the country of the code that most closely fits with the three digits of the area code.  There is no CCC for 654, but 65 is the CCC for Singapore.  Singapore does use 8-digit phone numbers so it might appear to be that you could dial (65 (CCC) + 4212-2962 (phone number)) to reach a phone there.  However, there are currently no phone numbers in Singapore that start with a "4" (numbers do start with "3", "6", "8" & "9").
Which means that this number is invalid in both North America and Singapore and either way it had to have been spoofed.
