It's a collection agency.

No message, but called my cell phone & my work phone 4 times in one afternoon. Don't know anyone at that area code.  Also received several calls from "unavailable" that same day.  I don't answer calls from ANY "unavailable" phone number.

Collection agency - on callback got "thank you for calling I.C. System". Their web site advertises medical type clients -- http://www.icsystem.com/about

no message. called 2x in one day.  once before 9am.

phone rings and rings...I do not answer numbers I do not know.

I don't want anymore calls from collection agencys.  My name is on the do not call list.  Why can't something be done about this.  They call from 8 am to 10 pm every day of the week.   It is getting very old.  Is there some way to block these calls on my phone?

I got this call as well.  Sure enough, like you guys said, it is a collection agency.  What I did was call them back using my phone and they answered, after a long hold time.  They asked for the phone number that they were calling and said that they were trying to get a hold of a woman by a different name and that they would take the phone number off their list so they wouldn't bother us anymore.  They would not give out any information other then the other womans name.  No info on how they got the number or what state this other woman was from.  I am worried about a possible identity theft (since my wife had the same number for years), but all things seem normal so far.

I get a phone call from them at least once a day.  I don't know who it is, but when I called it back the recording says "Thank you for calling, an associate will be with you in a moment".

703-291-9016 calls with no message at least 5-6 times a day!

phone call from 703-291-9016 three different times between 11am and 4:30pm.  The call showed up as unknown name the first time and IC systems the last two times.  No message was left.  Extremely irritating!

IC systems MEDICAL collection agency...out of MINN. They push what little they know of FED. REGulations to get info out of you first.Remember its costly for them to call....put'em on 10 min.HOLDS... they'll get the picture...

this is a collection agency (ics collections) and they usually are employed by medical companies. They are particularly rude, and I have hung up on them several times, instead opting to call back @ 703-291-9016 until I find someone I actually would be willing to deal with. (no problem paying my debts, but don't you dare call me and act like I'm a deadbeat!) This number is attached to caller ID, so they will know who you are as soon as you call. They will try to charge you an extra $12 to pay your bill over the phone, personally I'd skip this option and instead send my payment to:

 I think the $12 fee is extortion and would never pay a fee to pay a bill. The idea is ridiculous.  Most banks and financial institutions are now trying to charge for phone payments, if we pay them without seeking alternatives, they will become standard, like ATM fees. (remember when they used to be free??) Long story short, don't let them bully you, just hang up and call back until you get someone decent, don't pay the fee, just mail it in, and don't be afraid to tell these idiots what you think.

Very rude and pushy. They don’t like to hear that your not or cant pay it at that time. They don’t care about your financial problems (none of them do) they also don’t like no for a answer.

They call several times. No mesage left.
I'm keeping track because I read that if they do not identify themselves....it harassment!
No message left .. multiple calls....all hours of day and night =  harassment....

I get calls from the number listed above.  I call the number and it states that an associate will be with you in a moment.  I waited and then it states that all lines are busy due to heavy call volume and hangs up.  No messages are left.
