This bunch is out of Norfolk Va they are having a tough time most people know them now and they are sued regularly , AMERICANS ARE TOUGH ! take a guy that 5 years ago was living in his car and had $500 in the bank for food and portfolio sued him and he was not in the know and did not know what to do and they took his money ? TODAY that guy may be a wealthy man and THOSE PEOPLE ARE SUEING PORTFOLIO AND WINNING !
Also if they have took money from you on a default judgement you can take them back to court and get your money back !

I can relate to exactly what you are talking about. I have had more than one number where I have been stuck with calls from debt collectors looking for complete strangers. It seems that they are notorious for calling outdated numbers and refuse to accept the fact that they have reached the wrong party. I get the impression that these telemaggoters assume that their information is correct and whoever they are talking to is just making excuses. There is also that chance that somebody applied for a line of credit and entered a random number that just happens to be your own and now you are stuck with the calls. This exact thing happened to an active 800notes member. Since discovering this site I have learned one thing you should do is send a cease and desist letter by certified mail to the company in question. While Portfolio is indeed a legitimate business in the eyes of the law, they routinely violate every federal and state collection law possible to con money out of people, many times people who owe nothing. My statements are supported by the facts. the fact that they were sued by a woman in Kansas who owed nothing, they knew it and harassed her resulting in her getting an 83 million dollar judgement against them. The fact that Portfolio has been slapped by State Attorney Generals and the CFPB many times and has paid millions in fines. If you want to pay them be my guest, but no doubt if you made them follow the letter of the law they would not be able to. Who told you they have the right to collect that debt? They did? Did they send you a letter that says this as required by law?
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Because if they didn't they broke the law. End of story on that. Did you write to them an avail yourself of your right to have them validate the debt as they are required to do? My guess would be no you didn't. Judges may find that a creative but losing argument, from the same tin foil hatter which brought us "Accepted For Value" schemes. PRA's fervent investors would have rioted by now if headlines flashed that their support was thrown behind an imaginary business.
In the sense that debt buyers truly purchase spreadsheets, you are slightly correct. But with every purchase comes the right to collect with and without the help of lawyers. Everyone else who is vulnerable to debt buyer litigation and has studied the issue is very glad for the transfer of title. The chain usually breaks, easing the job of consumer defense.
