of course it's a VOIP caller from foreign lands - People's Assistance?  Boy, that sounds like People's Republic of China.  Now, the call may not be coming from there, but it sure doesn't sound American!  Thanks to my Call Blocker, I was able to block it before it finished ringing.

i have a call blocker app on phone that blocks numbers AND area codes.  figure if i do not know anybody in that area code it is blocked.

called 9-27-2016 @ 1110 hours EST  did not answer no message.  blocked

Robocall with spiel about reducing my credit card rates, yada-yada-yada.

I agree Verizon does offer call block for cell phone users
