Any call like this IS a complete scam. Just dispensed with one myself. Best thing you can do if you have time is to play along and waste their time. Will have you run some harmless utilities on your computer that just show normal error conditions and services running/stopped: assoc, event viewer, sysconfig or services, etc. Harmless as long as you change NOTHING. Might read a long GUID out which will match your (and everyones') computer. Will finally tell you to run Internet Explorer (iexplore) with a URL on the command line. DON'T. URL is to a Dominican Republic server (blah-blah-blah.DO/etc). At this point tell caller you did this and it brought up a picture of his sister on a porn site. Enjoy him either exploding with rage at the time he has wasted or the slow burn before he just hangs up. You might even get them to rage and argue with you. Just enjoy it. They're wasting their time and money on the call to you, even if they lie and say they aren't.
