Folks, I have an extensive background in telecommunications (including translations) and several degrees in IT Security. Please be aware 800 numbers DO NOT terminate or originate on a telephone. They are a Foreign Exchange or FX and exist through translations ONLY. The terminating or originating telephone could be anywhere and on any device type including a Cell phone, but it must be a local exchange number (or a Cell phone exchange). People use 800 numbers to communicate from a dial tone phone and pay for zone dialing. This means they pay for the area they want to reach toll free and without transmitting the local exchange telephone number. When used by slimeball's like this it becomes a fairly inexpensive way to steal from folks that don't know how it works.
Please read and heed as I am not providing false or guess information. I am one of the few highly educated telecommunications employees and have an extensive background in IT security as well. The smarter you are the better chance we all have to stop these people from stealing our hard earned dollars and preying on innocent people. Copy and paste this information as every time I receive a scam call I post the same information. Thank you for taking the time to post your input on sites like this as it may keep someone else from making a big mistake. I DO NOT work for 800notes, but have made 100's of reports on 800 callers, just as you probably have. One thing I have noticed is several other folks have set up similar sites (which is good), but 800notes is one of the first and is highly posted.
I hope this information helps and I hope you share this with others!

Have you ever heard of a Government Agency charging you for sending you a check? It's a scam. NEVER pay money to get money. It's a scam every time.

Been getting several calls from this number. Every time I answer there is a long pause and the call ends or it's so fuzzy I can barely hear anything. Today I answered and got a thick accented, rude man. I asked him three times what company he was calling from and he mumbled something beyond comprehension each time. Apparently this is a company claiming you have qualified for a $3,000 grant. He said I assume you know what a grant is? I said, "Yes, but idk if you got my number from the internet or something but...." and he interrupted me and said "Listen, a grant is......" At which point I snapped, "No, YOU listen! I don't want another call from you again! I'm going to report you right now. Take my number off your list." and hung up. Hopefully this works and I don't hear from them again. I don't know if I filled out a form or clicked on a bad link but I have been getting several calls from different numbers about going back to school or school loans. Sometimes I get scared to pick up thinking it's a debt collector but if you get calls and they never leave a message it's almost always something like this. Answer and request they stop calling you. Usually they are pretty nice...just doing their job I guess.

Thank you for your verification of this info.  As many of us here know there are a lot of people who are being victimized by TeleScammers these days.  We, as a group, need to band together to fight these tele-terrorists.  We need to arm ourselves with good solid information and use much more caution than in the past.  Where we used to answer every call politely, expecting the callers to be someone we knew, today we need to screen all our incoming calls.  We have a fireplace so we don't complain about all the junk mail, it keeps us warm in the cold weather.  Our friends parakeet just died so they don't use theirs any more or have a need for the pitiful local morning news paper.
It's a sad state of affairs when our government has to spend billions of our dollars to protect foreign countries from aggression, but can't protect us from the criminals that live in them.  And the Telecommunication companies have all this technology but " can't " figure out a way to stop these crooks from using the Tele-Com's services to terrorize our elderly, technology-challenged, or just too trusting population.  We pay atrocious bills to our phone service providers for all these techno-based services, yet they can't provide security for those services?  When your services are being compromised by attacks from outside techno-terrorists, it's time to initiate new preventive measures.  It's kind of late to put your R&D dept. to the task of finding better ways of securing your ASSets, when your ASSets are already in the fire.

This # called me twice today saying I was eligible for a government grant of $9000 for paying my taxes on time and not having a criminal record lol I knew this was a scam but let them think I was excited about this. They gave me an approval # of K125 and told me to call 202-657-5754 which was the US government grant department in Washington DC. Of course everyone I talked to had a foreign accent. And when I asked to speak to someone that spoke better English I got another foreigner! Then I called the "grant dept." And of course they canted my cc # and wanted me to go to a western union and bla bla bla......really??? Not that dumb!!! I told them I knew this was a scam and that they should get a real job. They hung up lol

They called and my husband answered.  He asks what they wanted to talk to me for,  the man called "Randy" said he wanted me to "[***]" that upset my husband.  The guy later said he wanted "to [***]"  me and that while my husband is at work he is over and we're having sex.  This person is horrible.  I am a faithful wife,  and very happily married!

Also said he was financial services.

Just got my third call from this number, every time it's a guy with a heavy middle eastern accent telling me I qualified for a grant of $3-8000. I told him I didn't apply for a grant & this was a scam.  He immediately became irate & called me a Jack ass(i think). I asked him to repeat what he said & to the best of my knowledge he called me a "jock awssholle". I'm assuming he was using profanity but his accent was so thick,  I can't be 100% certain. I laughed & asked him where he was calling from.  He said he was from Afghanistan. He made some noise that sounded like he was choking. He told me "they" had something planned for my hometown between Christmas & New Year's.  I asked if he was trying to threaten me.  He said if I let "them" use my home & if I accepted their money that my house would be left alone.  I laughed & told him my house would be left alone in any case.  I should explain that i live in a small farm town of about 1200 residents who are well armed... not exactly a terrorist hot zone.  He tried to authenticate his threat by reading me my address & them told new I would see him Christmas Eve. I told him I'd have some milk & cookies waiting & hung up.I do not consider this a real threat,  terrorist our otherwise.  I will, however,  be watching my bank accounts,  etc. God only knows what other personal info if mine these d bags have & what their technical capabilities are

Yesterday I received a call from 18002705612 the guy said his name was James Watson. he had a heavy accent (middle eastern). he said I was approved for a $4,700 grant (which I DID apply for at some time) and that I needed a debit card or bank account #. He then verified my debit card number (he had the number already) and said I would be charged $3.87 for it. I said I do not accept the charges (who pays for a FREE grant). he rambled on nd gave me a address something on pleasant grove Utah and his i.d. number
he said he could be reached at 18002705612 ext 106....I called back and it said u.s. financial resources.
I AM CONFUSED BECAUSE PART OF THIS IS LEGGIT AND PART OF IT ISNT. PEOPLE CAN U RECALL A NAME, NUMBER, ADDRESS, i.D. # FOR THE EMPLOYEE, -DID U CALL THE NUMBER BACK?- I DID N IT ACTS AS A LEGIT BUSINESS...CALL THIS NUMBER BACK AND TRY TO GET INFO OUTTA THEM!! I REPORTED IT TO MY CARD COMPANY BUT THEY CANT DO MUCH AS THEY DONT HAVE PHYSICAL PROOF OF A SCAM!!
NOTE: I did leave a message for this man to call back regarding a question I had and he did!!!.....so whats really going on!!??

It appears you really need to read this:
    http://www.grants.gov/web/grants/support/general-support/grant-fraud.html

However, some of your story is .... um ... interesting.
If the scammer already had your entire debit card number, and if you had funds in that account, the scammer would have already attempted to empty the account.  They would not have asked you for a mere $3.87

In fact, amounts similar to that tiny number are usually used in the "you have won a free coupon" scam, rather than the US Grant scam.
