    Just because they call themselves "debt collectors" doesn't mean they're not scamming people.  Often debt collectors misrepresent the debt and try to trick unsuspecting victims into acknowledging, via phone, debt which they may not even owe.  I'm sure these "not a scam" debt collectors, as you call them, want people to know their rights and follow the advice of the FTC regarding debt, debt collection and identifying phantom debt. So here are the links.
    https://www.consumer.ftc.gov/articles/0149-debt-collection
    https://www.consumer.ftc.gov/blog/lesson-phantom-debt-collection
    https://www.consumer.ftc.gov/articles/0258-fake-debt-collectors

    Identify fake debt collectors with these three questions:
    If you decide to answer this call, acknowledge nothing, not even your name.  Ask these three questions;
    1.What is the name, physical address, and phone number of the company you’re calling from?’
    2.What is the name and address of the debtor you’re trying to reach?
    3.What are the last four digits of the debtor’s Social Security number?

    Any hesitation or inability to answer any of these is a reason to hang up and never answer them again.

    Appears to be a legit debt collector but like others english is very broken, very thick accent somewhat difficult to understand.

    Call was about a medical debt that I had already paid and have bank records to prove it. The representative wasn't unfriendly and remained professional so it seems that at least for me they're trying to be legit.

    HOWEVER

    Knowing how the medical debt industry works, it comes as no surprise that someone else is trying to collect on a debt that has already been paid. These company's sell eachother excel spreadsheets with customer information including SS numbers, addresses, telephone numbers, pretty much everything. And they are under _no obiligation_ to verify that the debt is real. That's why they don't ever sue anybody, after awhile they just sell the same information to someone else.

    Word to the wise -- record ANY AND ALL payments you make including keeping records of bank statements, checks, automatic debits, letters, literally everything. That way when these kinds of collectors start calling you can immediately shut them up. It's annoying but until the industry is better regulated this is how you have to deal with it.

    Hey, Idicker:

    What in the Wide World of Sports are you doing, declaring that these guys APPEAR to be legit??

    When you write to say that they are calling on a debt already paid -- and with a poorly educated foreigner -- there is NO basis for legitimacy. They are, regardless of politeness, LIARS and CHEATS.  Do the right thing and block them and be done with it.

    Calls and hangs up, then calls again and leaves no message. Called the number back and a message says number is disconnected. This happens so much that only a government agency would have such time and money to waste doing such continually useless activity.
