Called using the number (800) 254-9848 and left a message that they are a debt collector.  I looked up the number they said to call them (800-448-3531) back at and sure enough they are a legit IRS debt collector for small business.  The funny thing is, I am not, nor have I ever been, a small business owner.  I have filed my taxes and paid every year since I began working at 18 so there is obviously some sort of  confusion at these agencies.

This phone number also left a message on our answering machine saying they were collecting on a debt and we have no outstanding debt to the IRS and we do not have a small business. Plus have not received anything in the mail from the IRS stating we owe on our taxes when we have been lucky to receive taxes back.

Well known scam debt collector.  They lost their license to collect student loans because of their abusive practices.  Chuck Shumer got them a contract to collect for the IRS using abusive practices.  The good news is that they must abide by the FDCPA when collecting which means you can also sue them and make them pay you.

You need to send them a certified, return receipt debt validation (by law they have to go back to the original creditor to prove you owe the debt) or "not me" letter (think of it as the best $6.59 you ever invested).  Also send it first class mail in case no one will sign for it.  Make a notation of that fact at the bottom of the letter.  You also need to report them to the proper agencies to which I have provided links to.  Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment.  If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.  Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/

Everything else you need to know follows including at least two agencies where you should report their criminal activities.

Pioneer has lost their contract to collect student loans due to their criminal activity:  http://www.huffingtonpost.com/2015/02/27/educ ... _n_6773286.html
The bad news is that thanks to Chuck Shumer they now have a contract to collect IRS debt.
Web page with contact information:  https://pioneercreditrecovery.com/Contact.aspx
BBB page with 251 complaints and 14 negative reviews and a government action revoking their contract and a BS statement about the revocation of that contract but somehow still gets an A+??? It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are:  http://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

We do not owe anyone and don't have a small business- also no tax issues ever... seemed like a scam. They said Pioneer credit and asked us to call 800 448 3531 and of course didn't say who we owed. She just gave a reference with a long number. Seemed really scammy!!!!

They would not legally be able to leave that information on a voicemail or answering machine.  I don't know why this "small business" rumor was started.  They collect for the IRS from anyone that the IRS sends them.  You will need to contact them to resolve this.  The preferred methods have already been posted.

Received a voice mail stating the company callig was Pioneer and they were calling about a collections matter. The person calling left her name; however when she got to her i.d. number, a mysterious gap in the message occurred where there was a silence for a few seconds and thus no i.d. number was actually given; then this phone number was given.  The person leaving the message made several mistakes as if she was reading a script wrong, and the other thing is we owe no IRS taxes, no student or other loans, and we always pay our bills.  This seems really suspicous.

Pioneer does not have a stellar reputation.  They lost their contract to collect student loans because of the abuses but were reinstated thanks to Chuck Shumer.  He loves those crooks in western New York State.  Anyway, everything you need to know was already posted so you should be able to handle this easily.

Well that one you are going to have to take care of or else you might find wages garnished or tax returns taken.  They are required to follow the FDCPA in their collection attempts so the following will help:

"What's that you say?  You want the calls to stop?  You want to know where to report them and get them in trouble?  You wouldn't mind having them pay you for the harassment?  Well simply read my post here:     https://800notes.com/Phone.aspx/1-607-304-4458#p1294388325496760148

I continue to get calls on my answering machine from Pioneer Credit Recovery Inc, looking for a business owner at New Horizons Cable Contractors. Katie Cummings left the most recent message along with a case number and requested a call back.  I googled New Horizons Cable Contracts since I know nothing about them and found it is based out of Cleveland, OH.  If this company did any research on the phone number they are calling they would realize that they are calling a residence and in the wrong area code!  So if it is a legit call, I am not calling them back since this is not my business and owe no debt to the IRS!
