Received a call from this number, but they did not leave a message.

(I think it is a Debt Collector for a U S Bank loan, based on the other comments, and a loan I had with US Bank).

Well, they were NOT nice to me.  I'm a senior citizen, I've gone on disability and am trying to live on less than $900 a month, that's for house payment, utilities and everything.  I even had to let my car go back. They say they "understand" but then ask when I can start paying this back?  ????  what do they not understand about broke?

Rick called looking for my son.  He was very nice and professional.  My son doesn't know how important it is to pay his bills, we get several calls a day looking for him. Rick was the only one who said thank you and he appreciated my time for taking the message.

    Possibly this group:  http://www.cms-collect.com/index.php/contact-us/

They call themselves Capital Management Services.  Basically kitchen table debt collectors

Located at a Big Lots store location.  See Google Earth:  https://www.google.com/maps/@42.880873,-78.80 ... xxg8dcN6rxg!2e0   Most likely renting space from this Big Lots store.   Typical run-down area and home to typical New York kitchen table debt collectors.  New York small towns seem to attract the small-time debt collectors.

Careful with these guys.  No telling what they might say trying to collect on questionable debts.

    Meh
No message left, but sure seems like a lot of people intent on saying how nice and professional "Rick" is, which seems surprisingly like astroturfing.

A couple of weeks ago, "Rick Nelson" called our house phone from this 800 number, looking for my husband's ex-wife.  She has not lived here for seven years, and the number was changed after she moved.  However, I'm sure that connection of their names lingers in a lot of records.  I explained she hasn't lived here for years, and I refused to give him her real # when he asked [I would never give out personal info to a stranger].
What surprises me is that he just called MY cell phone trying to reach her.  I have a different last name than my husband's, so I don't know how that could be linked with her in any way.  It was Capitol Management, also.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

***A company must be licensed in their state as well as the one they are trying to collect in if two different states are involved.

    Some Tips:
    *Keep all messages
*Take a picture of your Caller ID
*Keep any and all conversations recorded to your states recording laws, some require they be told, others do not. This can be transferred to a recording device.
*Keep a notebook handy for writing time, date, who you spoke with and what the conversation detailed.
*Check your SOL for your state as well.
*Attorneys need to be licensed as a DC to collect, all DC's must be licensed in their state as well as yours if different.

Debt collectors have a proven history harassing innocent third parties by calling outdated numbers. I know that this is a fact simply because I have been stuck with these calls. They continued to harass me even after I told them they had the wrong number.

They know where I am but
It is funny they have my phone # email and sent a truck to repo my car but they didnt send a letter and they call anyone they can that has the same name as myself or my wife (her maiden name) and continue to call even when they are told I am not at that number nor have I ever been at that number.  They harass people like crazy.
