I am getting the same calls. Every call is the 3rd and final attempt. She says she has been to my house numerous times to deliver documents. Noone has ever came. I am a stay at home mom with a disabled child. It is very rare that I leave and if I do someone is ALWAYS here. I can't get them to stop calling.

They keep calling from different numbers but always say to call 800-616-3190. The calling number is a VOIP which under Public Law 111-331 ( Truth in Caller ID Act of 2009 ) is illegal. All originating numbers MUST be valid and searchable to the company by which they are owned.

There is nothing in that law that says that VOIP is illegal.  It also does not state that "All originating numbers MUST be valid and searchable to the company by which they are owned".  Did you actually take the time to read the law?  What it does say is

“(e) PROHIBITION ON PROVISION OF INACCURATE CALLER IDENTIFICATION INFORMATION.--
“(1) IN GENERAL.--It shall be unlawful for any person within the United States, in connection with any telecommunications service or IP–enabled voice service, to cause any caller identification service to knowingly transmit misleading or inaccurate caller identification information with the intent to defraud, cause harm, or wrongfully obtain anything of value, unless such transmission is exempted pursuant to paragraph (3)(B).

Received multiple messages, from a "Jessica Hartman", claiming that she was a process server for my county and was trying to serve me legal documents...
I called my local sheriff department and was informed that this was a scam!!  No process server is going to call you and warn you, that they are coming to serve you papers... that defeats the purpose.  Don't know who Weinman Associates are, but the practices that "Miss Hartman" is employing, are ILLEGAL!!

Now I am receiving a call from a Kevin Johnson  # 254-870-3867 stating that he is a carrier and will be coming to my home and or work to have me sign papers, failure to sign will cause court proceedings. He actually yawned in the middle of his message. He stated that I needed to contact the plaintiff at 800-616-3867 . This is crazy and needs to stop!

They mention that they have received a Fax document, to create the sense of urgency and tell you that they are a “process server”. This is simply ruse to get you to call another number (with a made up case number) where they will ask for money to “make it go away” (this is actually the same place, they work in teams, one pretending to be the server, and the other usually pretends to be a lawyer).  They threaten to serve you at home or at work.  They tell you that if they serve you at work they need a supervisor, security, or HR person there as a witness, hoping that will cause you to panic over the alleged embarrassment of being served at work.  They also tell you that you will need two forms of ID.  None of which is true.  Process servers do not ever call ahead so that you can dodge them.  Process servers get paid to serve papers, nothing else.  They certainly are not going to pass up a paycheck by telling you that you can avoid being served, they are not going to give you an extra day or even a few hours to get a “stop order”.  Court documents are time sensitive and have to be served within a certain amount of time.  Remember that you can always call the local courthouse to see if there is actually a lawsuit that has been filed against you.

I received the same call and threats from these scammers. In addition to the great info from BigA above, here is their fax number: (814) 240-5346

Send them a cease and desist letter via fax and demand proof of debt and communication via postal mail only or that you will file suit and complaints with the FTC and Attorney General.
